Japan offers a highly convenient public service called the Convenience Store Issuance Service (コンビニ交付サービス). This allows residents to obtain official certificates without visiting a city hall.

Certificates You Can Get at Convenience Stores

Depending on your municipality, you can usually obtain:

  • Jūminhyō (住民票の写し) – Certificate of Residence

  • Seal Registration Certificate (印鑑登録証明書)

  • Tax Certificates, such as:

    • Income Certificate (所得証明書)

    • Tax Payment Certificate (課税証明書 / 非課税証明書)

Availability may vary slightly by city or ward, but most major municipalities support these documents.

Requirements Before You Start

You must meet all of the following conditions:

  1. My Number Card (マイナンバーカード)

    • A plastic IC card (not the paper notification slip).

    • Your card must be valid and registered.

  2. Registered Address in Japan

    • You must be registered as a resident at a participating municipality.

  3. 4-digit PIN Code

    • This is the PIN you set when you received your My Number Card.

  4. Participating Municipality

    • Most cities and wards participate, but a few may not.

On the screen, choose:

Insert your My Number Card into the card reader as instructed on the screen.

Step 4: Enter Your PIN Code

Carefully enter your 4-digit PIN.

Important: If you enter the wrong PIN multiple times, the card may lock, and you will need to visit city hall to reset it.

Step 5: Choose the Certificate Type

Select the document you need, for example:

  • Jūminhyō (住民票)

  • Income / Tax Certificate (所得・課税証明書)

You may be asked:

  • Whether you want the document with or without My Number

  • Which fiscal year’s tax certificate you need

Step 6: Confirm Details and Pay the Fee

  • Fees are usually 200–300 yen, depending on the municipality.
